Proceedings of the 4th General conference&   meeting of Executive Board of SWARBICA,

8th Jun. 1989, TEHERAN

 

The 4th General conference of SWARBICA was held on 7th June, 1989 in Tehran, Iran under the Chairmanship of Mr. Atique Zafar Sheikh, Pakistan.

1. The conference confirmed the Proceedings of the Third General conference and the report of the Secretary General for the period 1987-89 and the report of the Treasurer for the period 1987-89. Besides election of office bearers was also held and Iran (Mr. Abbasi) was elected as Chairman of the SWARBICA proposed by India and supported by Pakistan; Nepal & Sri Lanka It was also deoided that the post of chairman may be filled by rotation after every two years It was further decided to keep the post of Vice President and Deputy Secretary General vacant. For the post of Secretary General Pakistan (Mr. Atique Zafar Sheikh) was elected as Secretary General on the proposal of Sri Lanka, India, Nepal and Iran for four years (Two terms). It was decided that the treasurership should remain in India.

2. Discussing the work programme for 1989-91 the General conference was informed that a seminar on Training Needs and policies will be held in Islamabad on December, 1989. Journal No.V will be printed by Pakistan and the material for this journal will be supplied by Sri Lanka i.e. papers presented at the seminar on non traditional records.

3. The General conference was followed by the 14th Meeting of the Executive Board .The Chairman, Mr. Abbasi thanked all the participating countries i.e. India. Pakistan & Nepal and assured that he would try to do his job sincerely with the help and cooperation of all SWRBICA members and colleagues. He also expressed the hope that in the coming years we might be able to extend the membership of SWARBICA. Thereafter the agenda was adopted with the addition of one item i.e. membership of Maldives and Bhutan. In this regard Mr. Dongal of Nepal was asked to discuss the matter in the SAARC meeting and report to Secretary General about the outcome. It was also observed that Mr. Ramia of French Archives may be requested to let SWARBICA know about the outcome of his mission to Maldives.

4. The Minutes of the 13th Executive board Meeting were confirmed with the remarks that Dr. Perti would nominate the Treasurer in consultation with his Government.

5. Mr. De Silva of Sri Lanka expressed the view that the possibility of maintaining the SWARBICA Dollar account in some other member country may be explored form where it might be possible to operate the dollar account without any difficulty.

6. It was also discussed that measures may also be taken to utilize Indian rupee account in New Delhi.

7. The work program as discussed in the General conference was approved by the Executive Board. It was also decided that a mission may be sent to Bangladesh by Chairman. SWARBICA to discuss the "Net work system Seminar" in 1991 to be held in Bangladesh. The Possibility of holding the next General conference in Bangladesh in 1991 may also be explored during this mission.

8. Dr. De Silva raised the point of the Transit allowance which was approved by the board on the condition that it would be ensured by the members that it is in minimum side.

9. To conclude the meeting the Chairman requested the representative of the International Council on Archives whether he would like to say something. The representative of ICA Jvan Albada thanked the Government of Iran for their hospitality inspite of the pitiful circumstances due to the death of Imam Khomeini. Mr. Albada expressed that international Council on Archives would look forward to the activities and steps for the extension of SWARBICA and its activities in the future.

10. All the members of the Executive Board thanked the Government of Iran that even in these circumstances the meeting could be held and visits to Shiraz and Qum could be arranged so efficiently.

11 The meeting concluded with a vote of thanks to the Chair.
